Yes those are some of the exact issues I am currently experiencing. Minmatar in Fantasy or Duct Tape Goes Medieval. It's so annoying/aggravating that I've taken to deploying drones everytime I undock just to get it over with just so I don't have to deal with it and risk any complications from it while in the middle of combat. This one doesn't happen a couple times, it happens everytime I undock and deploy drones. you have groups for light, medium, heavy, and sentry combat drones and you have medium and sentry expanded) to be reset back to the default value of everything closed/minimized/not-expanded.
